On 26 August 2025, the International Electrotechnical Commission (IEC) formally released the standard titled 《Smart city use case collection and analysis - Management of public health emergencies in smart cities - Part1: High level analysis》 (Standard Number IEC SRD 63347-1:2025). Led by Yang Tingzhang, an expert from the International Professional Competency Certification Association, and Dr Wan Biyu of Zhongcheng Wisdom (Beijing) Urban Planning and Design Institute Co., Ltd., the research team undertook this project over several years from its preliminary proposal to final publication. This marks a milestone breakthrough for China in the smart city domain, injecting fresh vitality and charting new directions for global smart city development.

The release of these standards represents merely one significant stride for China in the realm of smart cities. Moving forward, China will persist in bolstering research, development, and innovation within this domain while refining pertinent standards and specifications. Simultaneously, it anticipates greater participation from nations and enterprises in smart city development. Together, we shall wield wisdom as our brush and cities as our canvas, jointly sketching a more splendid and intelligent vision for future urban landscapes, thereby inaugurating a new chapter in global smart city advancement.

During the standard development process, the domestic technical expert group played a pivotal role in guidance and coordination.

A team spearheaded by Dr Wan Biyu of Zhongcheng Wisdom (Beijing) Urban Planning and Design Institute Co., Ltd. and Yang Tingzhang, an expert from the International Professional Competency Certification Association, laid the foundation for the standard's high quality through their profound expertise and practical experience.

Researcher Yang Tingzhang integrated scientific medical resource allocation schemes into the standards by synthesising multi-city epidemic prevention and control case studies. He also established stringent data management protocols from a data security and privacy protection perspective, clarifying security requirements for data collection, storage, usage, and sharing. This provides crucial reference for global smart city data security management.


The release of these standards represents merely one significant stride for China in the realm of smart cities.
